The establishment of Ëlê-îthêrë Ratê suffered from many setbacks, delays, and obsticles, most notably a group of Ëlê-îthêrë Ratê which required millitary assistance exterminate before the community could finish being built.

Ëlê-îthêrë Ratê is buildings are grouped arround an odd layout of broad cobblestone streets, which seems to be based on an overlapping squair patern such that there are small squares at the cornor of every bigger square. Sometimes buildings exist in the smaller squaires, other times they are open spaces, or occupied by temporary structures. Ëlê-îthêrë Ratê has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Ëlê-îthêrë Ratê’s streets. In spite of this, quite a few people can be seen reading and the city has an abundance of libraries. It’s quite clear the community values education.

They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Ëlê-îthêrë Ratê's natural decorations nor waterways.

Cultural Notes
Ëlê-îthêrë Ratê's chapel was built using a different architectural style from the rest of the town. The style used is which made use of the classical orders and mathematically precise ratios of height and width combined with a desire for symmetry, proportion, and harmony. It used columns, pediments, arches and domes are imaginatively in buildings of all types. Decorative features were seen as largely unnecessary as the sheer beauty of the structure itself was often close to art. However, many buildings with large ceiling spaces had their ceilings decorated with elaborate paintings, simply because the large flat spaces could feel wasted.

The resulting flood was isolated to the area around Ëlê-îthêrë Ratê, which was swallowed by the waters for several days. Ëlê-îthêrë Ratê lost 278 people, 135 livestock, and 27 buildings in the disaster. The disaster is remembered as the Mourning Drownings.
